Obvious, "大腦麻痹，肉身癱瘓" should be taken figuratively, not literally. Moreover, here 大腦 and 肉身 are metonyms (轉喻) for human beings' ability to think and to act normally. Then, you can go on to figure out what 麻痹 and 癱瘓 mean in the context.
The meaning of "恐怖政治" is in fact explained in the paragraphs between the two highlighted parts. Here, "恐怖" is used not in its narrow or strict sense of "terror" or "terrorism", but in a wider sense. In fact, you've almost guessed it right. I'm not saying, however, that you can't use "terror" of "terrorism" in your translation.
